Does anybody remember our reasons for this? I can see the reasons for snapshots and for weekly builds, but why can't we publish releases on maven central?

I think it’s because we use GeoTools, which itself is not on Maven central, and at least a few years ago one could only add artifacts to Maven Central which use only dependencies from Maven Central itself. I.e. it is (was?) not allowed to add artifacts to Maven Central that have dependencies which are not available on Maven Central.
The current Maven Central requirements note:
In addition we discourage the usage of <repositories> and <pluginRepositories> and instead publish any required components to the Central Repository. This applies for your own components as well as for 3rd party artifacts.
“discouraged” doesn’t sound as if it is not allowed, so we could try again maybe.
